For a long time, tactical urbanism was associated with guerrilla gardeners and fly-by-night pop-up parks, whereas large-scale “city planning” was seen as the job of bureaucrats with blueprints. But more and more often, City Hall is taking a more active (as opposed to purelyreactive) role in these types of smaller, cheaper, localized efforts, and sometimes even leading them. “Tactical urbanism has always been a combination of both bottom-up and top-down,” says Mike Lydon, a principal at the Street Plans Collaborative, an urban planning firm, “but now you’re seeing more of these ideas proliferate at the municipal level.”
In a way, thinking small is the next logical step in America’s urban renaissance. When cities really started changing 10 or 15 years ago, the economy was booming and the Internet was a newfangled gizmo. Today, cities have less money but more ways to communicate, two conditions perfectly suited to more focused, low-cost planning. Now you can home in on a specific neighborhood (or even just a few blocks), find out what the residents there want or need, cheaply implement it on a trial basis, and make it permanent if it works.
“We try to distinguish tactical urbanism from DIY urbanism and other similar movements,” says Lydon. “The intent is always to make something long-term and permanent.” In essence, cheap, ephemeral projects act as advertisements for better infrastructure. A roll-up crosswalk ends up painted onto the street by the city. An instant playground is taken over and maintained by the parks department. Just last week in Cleveland, after a pop-up cycle track was removed after its one-week lifespan, locals, disappointed to see it gone, starting asking the city for a permanent one to replace it.
Its easy to see why penny-pinching local governments would want to get in on this. The pedestrianization of Times Square, which began in 2009 as a pilot program that utilized little more than paint, orange traffic barrels and $10 lawn chairs, was a landmark moment in city-sanctioned tactical urbanism (the plaza has since been upgraded with curbs and sturdier seating). That same year, San Francisco launched Pavement to Parks, an initiative to turn underused street space into pedestrian refuges. Upon dedicating the first one, Mayor Gavin Newsom acknowledged that the city was catching up with what was already a grass-roots phenomenon. “I know that many of you have been talking about this for … at least 13 or 14 years,” he said. “Formally, it’s been at least a decade since community groups came together and talked about converting this pavement into a plaza.”
New York and San Francisco were early adopters, but Ethan Kent, vice president of the nonprofit Project for Public Spaces (PPS), says that until recently, such efforts existed as “a cool trend, but not the paradigm shift” that’s now transforming official policy. Last week in Philadelphia, for instance, the chief of staff for the mayor’s Office of Transportation and Utilities announced that the city would add more parklets and pedestrian plazas this year, building on the success of the Porch, a public plaza created in November out of underused space near 30th Street Station for the low cost (by municipal standards) of $300,000. This “Lighter Quicker Cheaper” endeavor, as PPS calls it, resulted in a space where less turned out to be more: Instead of spending lots of money to program it, it was left flexible for people to program themselves. Today, depending on when you show up at the Porch, you could find a fitness class, a farmer’s market, a live performance, or some of the 16,000 people who work within a five-minute walk eating lunch there.

“The ‘Lighter Quicker Cheaper’ method gets people focused on the uses,” says Kent. “Typically people can’t see how they can change the public realm because they feel like they’re depending on big capital projects.” But when city governments become tactical urbanists, it combines the best of both worlds: a space provided and sanctioned by the city, but one that the community can remake in its own image.

Berlin is a big capital city of a country famed for making excellent automobiles, but it can no longer afford roads and is now moving people by transit, bike and especially through walking.
Berlin is not alone. Paris, Tokyo, Seoul, Bogotá, New York City and other major cities simply cannot afford the cost, the pollution, the noise and the congestion of more cars. They are embracing a new concept called EcoMobility - mobility without private cars.
…EcoMobility is defined as moving people and goods in urban areas using combinations of walking, cycling (including electric bikes) and wheeling (roller blades), public transport, and light electric vehicles.
The concept is being widely embraced by cities looking for affordable and effective forms of sustainable transport.“Cities should focus more on moving people rather than moving vehicles,” said Stephen Yarwood, mayor of Adelaide, Australia.
The fact is, cars are not very good at moving people. A standard 3.5-meter-wide city street has a maximum capacity of 2,000 people in cars per hour. The same road can carry 14,000 cyclists or 19,000 pedestrians each hour.
Light rail in the same space can move 22,000 people, and a double lane of bus rapid transit will move 43,000 people, said Manfred Breithaupt, director of the GIZ Sustainable Urban Transport Project, a German NGO.
The transportation sector is one of biggest contributors of carbon dioxide to the atmosphere, responsible for 25 to 30 percent of the emissions causing climate change.

If walking is a casualty of modern life the world over—the historian Joe Moran estimates, for instance, that in the last quarter century in the U.K., the amount of walking has declined by 25 percent—why then do Americans walk even less than people in other countries? Here we need to look not at pedometers, but at the odometer: We drive more than anyone else in the world. (Hence a joke: In America a pedestrian is someone who has just parked their car.) Statistics on walking are more elusive than those on driving, but from the latter one might infer the former: The National Household Travel Survey shows that the number of vehicle trips a person took and the miles they traveled per day rose from 2.32 trips and 20.64 miles in 1969 to 3.35 and 32.73 in 2001. More time spent driving means less time spent on other activities, including walking. And part of the reason we are driving more is that we are living farther from the places we need to go; to take just one measure, in 1969, roughly half of all children lived a mile or more from their school; by 2001 three out of four did. During that same period, unsurprisingly, the rates of children walking to school dropped from roughly half to approximately 13 percent.

Suppose you don’t need your car today. And suppose, as it happens, that a stranger in your area does need a car. Would you be willing to rent yours out?
Several car-sharing start-ups, including Getaround, RelayRides and JustShareIt are eager to connect car owners with renters this way. The companies use different formulas, but participating owners receive, generally speaking, about two-thirds of the rental proceeds. RelayRides says an owner of a midsize, late-model sedan who rents out a car for 10 hours a week could expect to clear about $3,000 a year.

The newer start-ups say peer-to-peer sharing is an environmentally friendlier option because it allows an existing car to be used more fully.

Car sharing is just one form of “collaborative consumption,” the clunky catchphrase that encompasses Airbnb’s space sharing and is commonly used to suggest an ideological or moral imperative to share more things. Who knows? In the future, car sharing may become so accepted that we can eventually return to that bygone age when licensed drivers actually outnumbered licensed vehicles.

Once, cities were built to channel storm water away from building foundations and roadways. But as urban areas have grown, rooftops, streets and other impervious surfaces have disrupted cities’ natural hydrology. Today, everyone from water authorities to home gardeners are looking to absorb rain where it falls, eschewing traditional treatment plants and underground sewerage tunnels that effectively neutralize runoff, but don’t do much else.
The first of these projects matured in Portland, Oregon, and Prince George’s County, Maryland. Now, dozens of cities including Washington, Philadelphia, and Louisville have embarked on their own overhauls.
They are attracted, in part, by the lower cost of planting trees and gardens and retrofitting streets, parking lots and roofs. But it’s also a matter of pay-off. Taxpayers never see the underground fixes. But green infrastructure is something people can use and enjoy, says Joan Furlong, program manager at the Rock Creek Conservancy, a D.C. nonprofit group working with city officials to recruit residents and business owners to the RiverSmart Program.
“It’s become a really hot topic in the last five years or so. Before that green fixes weren’t really accepted by the regulatory agencies,” Gardner-Andrews says, particularly the EPA, which first publicly endorsed green infrastructure just five years ago.
The agency now endorses planting greenery to absorb rainfall as an important tool for adapting to rising sea levels and more extreme storms.
Wildlife also benefits. For instance, if you live in Maryland, planting White Turtleheads in your rain garden can provide much needed habitat for the state butterfly, the Baltimore Checkerspot, which will only lay its eggs on Turtlehead leaves, says Carole Barth, an environmental planner with the Department of Environmental Resources in Prince George’s County, Md.
But doing a rain garden requires careful site planning, experts say. If planted too close to buildings, they can exacerbate rather than alleviate basement flooding. And it’s important to find a patch of land where water percolates well through the soil, which is not necessarily the case everywhere. Researchers have found years of mowing and other activities sometimes leaves the ground so compacted that its about as permeable as concrete.

It’s light that will be brighter, more attractive, less expensive and more sustainable than electric light, according to Tony Formby.
Mr. Formby is president of SunCentral Inc., a company developing technology based on breakthroughs made by University of British Columbia physics professor Lorne Whitehead. That technology uses computerized collector panels located on the sun-facing exterior walls of buildings to gather and concentrate sunlight, which is transported and dispersed inside the building by special light guides.
